since resource generation will be capped in chapter 2, landowners will miss out on the surplus they would have gotten. I propose a small increase in the % chance for the land to get surplus from 1% to 4.99% to combat the generation cap and landowners are good guys its never bad to give them more stuff 🙏🏻
